Enclosure 4.
Further Minute by the Attorney-General.
287
bon. Colonial Secretary,
It is a misconception of the effect of
registration under the Company Law of Hongkone to say that per-
sons are thereby able to avail themselves of British protection
against the consequences of unlawful acts committed in the Ter-
-ritories of the Emperor of China.
A Company registered in Hongkone is entitled
to "British protection" only so far as its pursuits are isgiti-
-mate. If in its corporate capacity it authorises the publication
of seditious libels or obuerwise infringes the provisions of the
China and Corsa Orders in Council it may be dealt with by pro-
-ceedings in the Supreme Court of China and Corea either agalost
individuals or against the Company by its Corporate hate as the
evidence in sach particular case warrants.
